UNC at Charlotte, North Carolina at Chapel Hill, Clemson University, and Duke Public Policy Ph.D Programs?

I have a Bachelor's Degree in Professional Legal Studies with a 3.2 GPA, and a Master's in Criminology with a 3.5 GPA. I have a host of professional involvements which includes extensive research and a very diverse background. What are the real requirements and expectations of me applying and getting into one of these schools for their Public Policy Ph.D Program? What exactly does the graduate admissions department of a ph.d program look for?
