Is there another way to get an Evee in SoulSilver?

I know that you get an Evee in SoulSilver as gift from Bill, or redeeming for one at the Game Corner for 6666 coins. But is there any other way to get an Evee? I'm trying to breed the one I got from Bill with a ditto and it's not working.
