Where is the VCT solenoid located on a 2000 Ford ZX2 2.0L DOHC engine?

I have error 'Code P1381' "VCT (Variable Cam Timing) Over-Advanced" and need to fix it somehow. Car runs real rough, stalls and doesn't shift until 4,500 + rpm. And how do I fix/repair it?
