My cat has a lump on his throat...?

My cat has a lump on his throat with a pimple like hardness at the tip. It is in between the size of a golf ball and a quarter.He is 6-8 months old and has never been to a vet before and i was curious to how much a Vet visit would be to have his symptoms and lump checked out, I live in West Virgina if that helps to find a price. His meow is also scratchy and hoarse and he is lethargic.
