HELP! Cat urine smell?

My one cat just turned a year old. He is not neutered yet, but is scheduled to be this week. He has "sprayed" on carpet, but has mostly done it on my linoleum floor. How do I get the odor out plus disinfect the areas he has urinated at? How do I keep him from "spraying" after he is neutered? I have had cats all my life ,but I haven't had the problem of them "spraying" before. I even got a 2 year old cat from the Humane Society and he wasn't neutered yet and he never urinated everywhere. There were even other cats in the house before him. PLEASE HELP because I cannot get the smell out.
