Can a tenant be asked to vacate after the lease expires in a rent control building?

I have a tenant who is on a six month lease in a rent control building in Los Angeles. All the neighbors are complaining about the noise he makes. Can I ask him to leave at the end of his lease even if the building is in rent control area?
